The Runtime PMC has officially moved the Diego, Greenhouse and Garden
projects from incubating to active status. The project teams have not yet
moved the repositories (there is work to do here IIRC around handling the
references in the code to cloudfoundry-incubator vs. cloudfoundry GH URLs).

This change is largely "administrative", giving the participating
organizations "committer votes" within the Runtime PMC now. However, it is
a moment that those teams (past and present) can feel great about. The
projects continue to mature, and are beginning to be commercialized from
the downstream vendors.
