There is a temporary work around available for you, if you are running into
this issue today.
Just delete the file
cf-release/src/uaa-release/jobs/uaa/templates/pre-start

There have been some reports about the UAA pre-start script failing on

EDIT: Strange thing. I tried to not use a wired internet connection, and it's works. Infact i used an hotspot with my cell phone and it pushes the app to the local Cloud without any problem.
