Try running "bosh cck" and recreating VMs from last known apply spec. You
should also make sure that the IPs you're allocating to your jobs are
accessible from the BOSH director VM.

I would expect it to start with 0, if the previous month DB does not exist. Could you open a github issue with more details(+ logs if possible) about what you are seeing there?

The follow up question - if we initialize abacus and start submissions this month (October) the accumulator seems to require previous month DB partition. Is that expected ?
