We'd like to propose Vlad Iovanov as project lead with the following additional initial committers:

Right now this project is pretty closely tied to Quarks (i.e. works with cf-operator) so there's overlap with that team.

Vlad is preparing a proposal document (coming soon) so we can capture discussion.
