We are requesting to move app-autoscaler project from "github.com/cloudfoundry-incubator" to "github.com/cloudfoundry" given we think it has  reached a level that we can graduate it from an incubator. Here are the justifications
 
1. This project has been GAed in Sep 2018
2. It has been running in production for quite some time at SwissCom and SAP
3. It has been formally released as part of commercial offering of IBM Cloud. See "what is new in Cloud Foundry Enterprise Environment version 2.1.0"  ( https://cloud.ibm.com/docs/cloud-foundry?topic=cloud-foundry-what-s-new-in-ibm-cloud-foundry-enterprise-environment#v210 )
