The functionality is in an experimental state on the server side: https://github.com/cloudfoundry/cf-deployment/releases/tag/v5.2.0

An matching experimental command to do a zero downtime push has been added to the cli: https://github.com/cloudfoundry/cli/pull/1447

I believe we are still waiting for experimental zero downtime restart commands and functionality.
