Am I wrong to assume that all repos in the github cloudfoundry org which are open source should have a public pivotal tracker?

Or what's the difference between

https://github.com/cloudfoundry/cloud_controller_ng/ (public tracker https://www.pivotaltracker.com/n/projects/966314 )
