As a way to cut down on repetition in our manifest, we have decided to move metron_agent from each instance_group to a manifest-level addon. This allows us to specify it once and have it deployed to each instance.
Any opsfiles that reference metron_agent (that aren't currently in the cf-deployment repo) must now be modified to reference the addon.
Note, there is a requirement of BOSH v262 for this to be supported.
