Hi cf-dev!

As we get closer to GA-ing cf-deployment, the Release Integration team
wants to propose a new plan for upgrade paths for operators using
cf-deployment. For cf-release, we've technically required that operators
deploy each release in sequence; for cf-deployment, we want to propose
something different. Please take a look at this proposal
