Hi CF-Devs!

A few of us have been working on a proposal to explore using OCI Images (a
standardised format for container images) to allow more standard, more
flexible and potentially more performant management of root filesystems and
droplets in Cloud Foundry.

This is based on the talk Will Pragnell, Gareth Smith and I gave at CF
Summit EU [0] - which may be a better bet if you don't fancy a terrifyingly
long proposal doc [1]!
