Hi all,

In light of performance degradation in the cloud_controller_clock after
supporting HA, we're revising that work to find an alternative solution.
The original context of this change was for the upcoming bridge consumption
work. As this work has not been released yet, the only step we ask for you
to take when consuming the next CF-release is to scale the
cloud_controller_clock back down to 1 instance.
