That error is strange, it looks like the error is a failure to upload in the output logs, but on the blobstore it looks like a failure to open the target file. This particularly error is not something we’ve seen before.

If you would like some more synchronous help, feel free to come ask us in the #capi channel in the Cloud Foundry slack! We’d be glad to help how we can. In particular, some things that jump out at us right now are that this involves the buildpack cache.
