[ann] Dingo PostgreSQL v0.9

Dingo PostgreSQL is a "batteries included" service broker which offers
dedicated HA clusters of PostgreSQL, and continuous streaming archives to
Amazon S3 with disaster recovery. Each PostgreSQL node runs inside a Docker
container, and nodes in a cluster are spread across different AZs.

Its the DB backend for https://www.starkandwayne.com/blog/ &
https://www.starkandwayne.com/videos on AWS, for example.

We cut v0.9 [1] which includes some bug fixes for node allocation (ensuring
clusters are spread across AZs and to emptier cells/vms).

We've also started adding advanced admin features: explicitly moving the
nodes of an existing cluster to new cells/vms with minimal downtime [2].

If your CF has 1000 apps, then it probably needs 1000 SQL databases. Our
focus is on making as easy to be the DBA of 1000 highly-available
PostgreSQL database clusters as it is to run one. Most future features are
guided by this vision.
