The Routing team is doing some manifest property cleanup and are going to
remove a property from the manifest.

The property, "router.skip_oauth_tls_verification", is used to control
whether the router verifies the UAA certificate when retrieving it's token.
This property is only used when the GoRouter is configured to talk to the
Routing API, and thus the vast majority of your manifests will not need to
change. The functionality of this property will now be controlled by
"router.ssl_skip_validation".
