We attempted to reproduce this behavior on bosh-lite and were unable to, which leads me to believe the issue might be in some middleware. Are you using the provided java buildpack or a custom buildpack? Are you running tomcat, and if so how is it configured?

You could try updating to the latest version of cf-release to see if that makes any difference, as that is the one we tested with.
