I found this in v230:
bosh-lite-v230.yml: fog_connection:
bosh-lite-v230.yml- local_root: /var/vcap/store
bosh-lite-v230.yml- provider: Local
I found it was removed in v231:
bosh-lite-v231.yml: fog_connection: null
I don't know if it is a good change but if I put the above setting back to v233 then it fixed my create buildpack problem.
