Have you tried the cf share-private-domain command? In order to do this, a
user must be an org manager in the private domain's owning org and an org
manager in the org sharing the private domain to.
If you are actually wanting to convert a private domain into a shared
domain, there is no good way to do that except as you've described.

USAGE:
cf share-private-domain ORG DOMAIN
