It asks for the larger of the minimum staging resources or the requested

After more check, my issue turns out related to the cell VM.
The cell VM is c3.large, which has 2 vCPU and 3.75G memory, and my
applications asks for 4G memory.
After I changed the cell VM size to c3.xlarge (4 vCPU, 7.5G memory), I
didn't meet this issue again.

So the question is, when staging the application, it asks the same
resources we specified for the application?
