Recreate VM using last known apply spec. Failed: 403 Forbidden (00:00:01)

When I run bosh cck and try to recreate a missing VM I get the following
error: -------------------------- 1. VM with cloud ID `urn:vcloud:vm:15f25edb-4dc4-4d9b-8a4e-359a0b22dbd3' missing. Recreate VM using last known apply spec Apply resolutions? (type 'yes' to continue): yes Applying resolutions... Director task 55 * Started applying problem resolutions > missing_vm 9: Recreate VM using last known apply spec. Failed: 403 Forbidden (00:00:01)* Task 55 done -------------------------- I am able to use BOSH to list vms, run cck and take other corrective action etc. I am using the director credentials when logging into BOSH.
