Use Spruce in your next BOSH release

At Stark & Wayne we're liking Spruce [1] more and more in lieu of Spiff.

Spruce is a general purpose CLI to merge many YAML files together into a
single YAML file - very handy for building BOSH manifests and Concourse
pipelines.

bosh-gen v0.21.0 is now out and is using spruce in its
./templates/make_manifest script.

To learn more about Spruce - look at the example templates generated by
`bosh-gen new`, and read the Spruce readme [1]

Thanks Nic, I prefer Spruce over spiff as he more intuitive to use.

Not sure Yaml itself is intuitive :)
