i you pull down a "light" stemcell, you can see in the stemcell.MF file
what regions are supported.

eu-west-1: ami-7f443108
ap-northeast-1: ami-5ca76c5c
us-west-1: ami-d143ad95
eu-central-1: ami-58407e45
ap-southeast-1: ami-78ecd22a
ap-southeast-2: ami-37245a0d
us-west-2: ami-cb8ab9fb
sa-east-1: ami-15dc5a08
us-east-1: ami-f0544998

it looks like the AWS accounts are separate [1] so we would need a special
account. we may be able to look into it. i suspect that you would be able
to download the full stemcell from [2] and then upload it and have
it create an image for you.
