We're still assembling release notes from the various teams that contribute
to cf-release, but I would expect to see the published notes soon.

The recommended version of Diego is 0.1398.0, and I've published release
notes at
https://github.com/cloudfoundry-incubator/diego-release/releases/tag/0.1398.0.
Please note that there are many significant breaking changes and some new
BOSH properties resulting from the use of btrfs in the upgraded
garden-linux. If you're upgrading an existing deployment, you'll have
instance downtime, so it may be simplest to delete the Diego deployment,
update CF at least through the Cloud Controllers, and then deploy the new
Diego release.
