You might find the user_add job from os-conf-release useful. It allows
custom users to be added using either password or key-based authentication.
For example, the following would allow SSH login and sudo access to
user1(a)vm...

users:
- name: user1
public_key: ssh-rsa AAAA ...

Did you get this to work for you? I am trying to do the same and I am
having issues with setting ssh between two BOSh VMs. I tried creating .ssh
directory and then upload it to each VM and use the same key for ssh access
between these two VMs but I am still nto able to connect.
