Thanks for your reply. I found where my problem is.
Eventually my bosh-state.json file was somehow messed up so bosh doesn’t “remember” the last deployment state for bosh itself. After I put the correct bosh-state.json file in place.
The issue is resolved, bosh can do the migration, delete old VM and attach the existing persistent disk back properly.
